Regional or IP restrictions for Aion US?

I just got some troubling news that Aion US might not be available in my region.. the Philippines. Does that mean even if I get a CD key and all that, I won't be able to play? Or are they just saying the game isn't for sale in my region? Below is the message from NCSoft.

I'm sorry, but the game Aion won't be available in your region when the game goes live. You may check the NCsoft web site (http://us.ncsoft.com/en/) for any news or updates regarding the future availability of the game in your area.

MY GOD... Hope we will find some issue really fast.
Did you contact a tech from NCSoft already, they might know something... ( I hope they know something)

hey Xanatos,
im from saudi arabia and have used an IP program to enter NCSoft US store and got the game from there payed full for it and got my key and been able to play in the US beta servers, right now i hope that ill be able to play in the US servers when the game launches, i hope this helps.

My understanding is that if you have a US key then that's where you play. I don't believe there's any other blocks in place. Esso can provide details.
All of this region stuff has to do with publishing rights, just like books or DVDs.

Alright.. I already had my cousin buy the game for me, I'll just try to test out the beta when I get the key. I think they're saying the game will not be for sale here. Not that I can't play, as I have known people here who played Lineage 2 North America.
