Startup troubles
So I've got a quirky issue. Its not really an issue, but something I'm curious about. When I start up my computer, by hiting the power button, it revs up for a split second, then just as fast, turns off. Then it starts up normally. To my knowledge, there have been no problems arising from this. Could it be my motherboard? My mobo, UD3P by Gigabyte, has a Dual Bios (two physical bios) that are designed for overclocking purposes, as when you screw up so that it wont boot, the second bios takes over, allowing you to make changes without resetting your CMOS. At least that's what I think its for (there was something in the manual about it that I skimmed over). So im just wondering what this is and if anyone knows. This mobo has given me more trouble that it was worth. It has DPC Latency problems, with spikes and absurdly large latencies. It was exacerbated by Vista's OS so I went back to XP (my audio and video playback were awful). Aside from the DPC lat, Vista's was of throttling audio/video playback when you are websurfing is just terrible. And yes, RMAing the board is a good idea, that is IF they actually get back to you when you send in an RMA request, and if you can actually afford to not have a computer for months (many months given this company's rep). I think I might as well wait until I upgrade to a new CPU.

I figured out the source of the problems. Believe it or not it was a faulty fan. I noticed it dying out (making extra noise) before. But then one day I couldnt even start up the computer, wouldnt get past that initial hiccup. Until I opened the tower and saw the fan was not even revving up (guess it finally died). So now the problem is non existant. I just need to replace the fan (it was one of those larger stock Thermaltake fans blowing into my HDD and into case). I guess this speaks of quality of aftermarket fans (my Noctuas are still revving as from the start and still as silent).

I've had that problem, when a CMOS battery went to shit. Would start up for a bit, rev, and then die. So make sure that thing isn't leaking. I'd say hit it with standard troubleshooting process (Stripping down to only CPU), to corner the problem. This also leaves me to question your power supply, you might want to find another one to test it with or a volt meter.
